Painesville, Ohio – November 25, 2024 – A significant milestone was reached last week as Lake County and the design-build team of Lakeland, The Construction Group | Gilbane I K2M Design broke ground on the new Lake County Sheriff’s Office.
Sheriff Frank Leonbruno expressed his excitement, stating, “We are extremely excited as we begin the construction of our new facility, which will enable us to better provide for our inmate population with increased medical, mental health, and drug and alcohol treatment. This will help us meet our goal of returning inmates to our community better than when they first arrived at our doors.” The new state-of-the-art correctional facility, located across from the county’s current jail, will expand the capacity from 355 to 504 beds across three and a half floors and 250,000 square feet. It will enhance the criminal justice system with advanced solutions in inmate supervision, mental health treatment, rehabilitation, medical care, and post-release supervision through intensive probation. The project is scheduled to open in the summer of 2027.
Fahim Gemayel, Founder and President of Lakeland, The Construction Group, spoke at the event, highlighting the importance of the project and the role Lakeland plays in supporting the Lake County community. “Lakeland is proud to represent Lake County on this historic project. It will help shape a safer community while contributing to economic growth in the region,” Gemayel remarked.

“The groundbreaking ceremony today is not just about a new building; it’s about a lasting commitment to transparency, community engagement, and supporting our law enforcement professionals,” added Commissioner Richard J. Regovich. “The new Sheriff’s Office is an essential step in enhancing trust and cooperation between our deputies and the community they serve.”
Scott Maloney, owner of K2M Design, also spoke to the project’s significance. “It’s an incredible honor to work alongside our partners in Lake County to bring this vision to life. We are all deeply committed to improving public safety and enhancing community resources.”
Commission President John T. Plecnik reflected on the importance of the facility, stating, “The new Sheriff’s Office will strengthen our law enforcement capabilities and ensure our deputies have the resources they need to serve and protect our community effectively.”
“We are investing in the future of public safety,” said Commissioner John R. Hamercheck. “This new facility will provide our dedicated law enforcement professionals with the tools they need to keep our neighborhoods secure for generations.”
